الملخص
شهد العصر الحديث ظاهرة انفجار المعلومات ، حيث حدثت زيادة كبيرة في إنتاج الكتب والوثائق، الناتجة عن تطور الطباعة، وازدهار أدواتها ، فأصبحت المكتبات عاجزة عن السيطرة على التدفق المعلوماتي بأساليبها التقليدية، وقد تبع هذه الظاهرة ما يعرف بثورة المعلومات بعد عشر سنوات نتيجة التزاوج الذي حصل بين تكنولوجيا الإعلام الآلي وتكنولوجيا الاتصال، حيث عملت الأولى على التحكم الجيد في المعلومات من خلال تجميعها، معالجتها، وتخزينها، استرجاعها. بينما عملت الثانية على توزيعها إلى المستفيدين أينما وجدوا مع ضمان المحافظة على جميع مواصفاتها، وتقليص عنصر الوقت و التكاليف إلى أقل ما يمكن، فتحولت المكتبات في ظل التكنولوجيا الحديثة الى مكتبات بلا جدران. ومع ان الجزائر و في تجربتها نحو الادارة الالكترونية ما زالت في بدايتها ، إلا انها عرفت نماذج لمكتبات رقمية ناجحة. زيادة على ذلك تتطرق المداخلة في الجزء الاخير منها الى اهم المعوقات التي تحول دون الاستفادة الكاملة من المكتبات الرقمية و هذا قصد محاولة اقتراح حلول للنهوض بها و ترقيتها خصوصا في الجزائر. In the modern era, there has been an explosion of information. There has been a significant increase in the production of books and documents resulting from the development of printing and the flourishing of its tools. Libraries have been unable to control the flow of information in their traditional ways. This phenomenon was followed by the information revolution ten years later, Between information technology and communication technology, where the former worked to control information efficiently by compiling, processing, storing and retrieving information. While the second worked to distribute them to the beneficiaries wherever they are, while ensuring that all specifications are maintained, and that the time and costs are minimized. Under modern technology, libraries have become libraries with no walls. Although Algeria, in its experience of electronic management, is still in its infancy, it has known models for successful digital libraries. In addition, the last part of the intervention addresses the most important obstacles that prevent the full use of digital libraries, in order to try to propose solutions for their advancement and promotion, especially in Algeria.
