مساهمة الإدارة المحلية الجزائرية في تحقيق التنمية المستدامة

الملخص
تهدف الدراسة إلى تبيان مساهمة الإدارة المحلية في تحقيق التنمية المستدامة في الجزائر، باعتبار الإدارة المحلية نظام من النظم الإدارية العامة، ووسيلة إدارية لمعاونة الحكومة المركزية على أداء رسالتها بصورة أكثر فعالية وكفاءة، من خلال خلق الظروف المناسبة لتحقيق النمو الاقتصادي وتحسين مستوى معيشة السكان، وإعداد وتوجيه الطاقات البشرية للمجتمع عن طريق تزويد الأفراد بقدر من الخدمات الاجتماعية العامة كالتعليم، الصحة، الإسكان والنقل من أجل رفع مستوى المعيشة وتحقيق أهداف التنمية، بالإضافة إلى حماية البيئة والمحافظة عليها عبر ترشيد استغلال الموارد الأولية المتجددة والاستغلال الأمثل للموارد غير المتجددة. الكلمات المفتاحية: الإدارة المحلية، التنمية المستدامة، التنمية الاقتصادية، التنمية الاجتماعية، التنمية البيئية. Abstract The aim of the study is to demonstrate the contribution of the local administration to the achievement of sustainable development in Algeria, considering local administration as a system of public administrative systems and a means of management to help the central government to perform its mission more effectively and efficiently by creating the conditions for economic growth and improving the standard of living of the population. And directing the human potential of the society by providing individuals with a number of public social services such as education, health, housing and transport in order to raise the standard of living and achieve development goals, in addition to protecting and preserving the environment by rationalizing the exploitation of renewable primary resources and the optimal utilization of non-renewable resources. Résume L'étude vise à démontrer la contribution de l'administration locale dans la réalisation du développement durable en Algérie, en tant que système d'administration locale des systèmes d'administration publique, et des moyens de gestion pour aider le gouvernement central à accomplir sa mission de façon plus efficace, en créant les conditions propices à la croissance économique et d'améliorer le niveau de vie de la population, et la préparation de et de diriger les ressources humaines de la communauté en offrant aux individus avec un degré de services sociaux publics tels que l'éducation, la santé, le logement et le transport afin d'élever le niveau de vie et d'atteindre les objectifs de développement, ainsi que la protection de l'environnement et de la conservation par l'utilisation rationnelle des ressources primaires renouvelables et l'utilisation optimale des ressources non renouvelables.
