الملخص
تقوم الأنظمة السياسية المعاصرة على وجود ثلاث سلطات، تختص إحداهما بالتشريع، وتختص الثانية بالتنفيذ، وتختص الثالثة بالقضاء، والواقع أن العلاقة بين هاته السلطات وخاصة بين السلطتين التشريعية والتنفيذية قد أثار منذ فترة غير بعيدة جدلا كبيرا، وحاز اهتمام الفقهاء والباحثين ثم المشرعين، وذلك نظرا للأهمية التي يتمتع بها، والتي على أساسها تتحدد طبيعة النظام السياسي القائم في الدول، والجزائر كغيرها من الدول لعبت فيها العلاقة بين السلطتين التنفيذية والتشريعية دورا بارزا في تكييف نظامها السياسي وتحديد طبيعته. Abstract: Contemporary political systems are based on three powers: the executive, the legislature and the judiciary. The relationship between the three powers, and especially between the executive and the legislature, is the subject of much debate between jurists and legislators, given the importance of this relationship on the basis of which the nature of the political systems of the states can be described. . The relationship between the executive and the legislature in Algeria, like other countries, plays a vital role in the qualification of its political system and the determination of its nature.
