الملخص
تحاول هذه الدراسة تقديم تحليل علمي للعلاقة الوظيفية بين متغيري المقاربة التشاركية والحكامة المحلية. إذ تبرز أهمية هذه الدراسة كونها تعالج موضوعا أكثر حداثة واهتماما في الوقت الحالي (المقاربة التشاركية والحكامة المحلية) وربطه بواقع الانموذجين الجزائري والمغربي. وتهدف إلى معالجة الجهود الإصلاحية المبادر بها من طرف نظام الحكم في كل من الجزائر والمغرب الهادفة الى إدماج المقاربة التشاركية لترقية الحكامة المحلية، وفق توظيف علمي للمدخل البنائي الوظيفي، وكذا كل من اقتراب علاقة الدولة بالمجتمع والمؤسسية الحديثة، لأجل الكشف عن واقع إدماج هذه المقاربة في كلا الأنموذجين باعتباره مطلبا تتقاسمه النخبة والجماهير. From the functional relation between participatory approach and local governance variables’ , We Try in this paper to provide an scientific analysis of that relation. The importance of this study apears in its way of dealing with a subject more important and modern in the current time (participatory approach, local governance) and linking it to the reality of the Algerian and the Moroccan as models. The purpose of this study is to address the reform efforts initiated by the regime in Algeria and Morocco , Which aims to integrate participatory approach to updat local governance By Using a functional structure, state-in-society and the new institutionalism approaches, in order to detect the reality of the integration of participatory approach in models of this study as a requirement shared by the elite and the masses.
