الجهود الدولية لإدماج اعتبارات حماية البيئة ضمن الصّفقات العمومية

الملخص
نتج عن تزايد الوعي البيئي في المجتمع الدولي الاقتناع أكثر فأكثر بعلاقة التأثير والتأثر بين البيئة والتنمية، إذ لا يمكن حماية البيئة بدون موارد التنمية، وبالمقابل لا يمكن الاستمرار في التّنمية على أرضية بيئية ملوثة، فالحل إذاً يكمن في الاعتراف أولا بهذه العلاقة التلازمية مع استحالة الاستمرار في استنزاف الموارد الطبيعية، ثم العمل على إدماج الاعتبارات البيئية في القرارات التنموية، وهو ما لا يتأتى إلا من خلال تعاون كيانات وهيئات تعمل على ذلك؛ وبما أن أولى التوجهات لحماية البيئة ظهرت على المستوى الدولي مشجعةً على إدماج الاعتبارات البيئية في كل ما يخص سياسات التنمية، اهتمت هذه الدراسة بمعرفة ما هي الجهود الدولية المبذولة لإدماج الاعتبارات البيئية ضمن الصفقات العمومية، سواء كانت هذه الجهود قانونية أو قضائية. The increasing environmental awareness of the international community has resulted in greater conviction of the relationship of influence and influence between environment and development.
