الملخص
تتناول هذه الورقة البحثية اثر الفساد على عملية التنمية.حيث يشغل موضوع التنمية الاقتصادية والاجتماعية ومنذ الحرب العالمية الثانية حيزاهاما في النقاشات العلمية والسياسية في البلدان المتقدمة والنامية على حد سواء، وفي المنظمات الدولية والإقليمية كهيئة الأمم المتحدة، واذا كانت التنمية في النصف الثاني من القرن العشرين عانت من شح الموارد ونقص الامكانيات المادية وعدم تأهيل الموارد البشرية واختلال العلاقات بين الدول المتقدمة والدول المتخلفة، فان نهاية القرن الماضي وبداية القرن الحالي شهدت تفشي واستفحال ظاهرة الفساد الذي أصبح يستنزف الموارد المادية للمجتمعات مما أثر على نوعية البنية التحتية وسوء ادارة المرافق العمومية وتدني مستوى الخدمات. Summary : This paper examines the impact of corruption on the development process. Since the Second World War، the theme of economic and social development has been the subject of political and scientific debates in both developed and developing countries، as well as in international and regional organizations such as the United Nations body ، if development in the second half of the 20th century suffered from scarce resources، lack of material resources، lack of human resource rehabilitation and the disruption of relations between developed and underdeveloped countries، the end of the last century and the beginning of the century witnessed the spread and deepening of the phenomenon of corruption، which has become depleted The material resources of the communities، which affected the quality of infrastructure، poor management of public utilities and the low level of services.
