الملخص
تحاول هده الدراسة تسليط الضوء على طبيعة الخلاف بين الدول الكبرى في المسائل البيئية من خلال تحليل الحسابات الإستراتيجية للقوى الكبرى ومحاولة الخروج بأقل فاتورة وبأكبر مكاسب ممكنة ولهذا تحاول الدول الكبرى إستخدام المفاوضات والمعاهدات في القضايا البيئية كأسلوب لتوسيع مناطق نفوذها ومحاولة التكيف في هذا الوضع بدل الإنهيار. فقد حولت الدول الكبرى القضايا البيئية من ملفات تسعى لحماية الأرض من التدهور البيئي كأولوية للمفاوضات والإجتماعات إلى ملفات كورقة إستراتيجية في الصراعات على موارد الطاقة وفي حسابات الربح والخسارة للدول، بحيث تحولت المفاوضات من المصلحة العالمية إلى المصلحة القومية وضمن حسابات التوازنات الجيوستراتيجية بين الدول.
