الملخص

الملخص: يهدف هذا البحث إلى دراسة وتوضيح دور الجماعات المحلية في الجزائر (والمتمثلة أساسا في الولاية) في التنمية المحلية، حيث سنقوم بدراسة أهم المخططات التنموية في الجزائر وأهميتها في الإقتصاد الوطني ثم نبرز دور الولاية كهيئة محلية ومساهمتها من الناحية التمويلية والتخطيطية وحتى من ناحية التنفيذ لهذه المخطاطات التنموية على المستوى المحلي. ولإثراء هذه الدراسة أكثر نأخذ حالة ولاية المدية من خلال إبراز مدى تنفيذ برامجها التنموية في العديد من القطاعات كالأشغال العمومية والسكن والفلاحة إلى غير ذلك من القطاعات الحساسة والتي من شأنها المساهمة في الرفع من المستوى المعيشي و الإجتماعي لسكان الولاية. الكلمات المفتاحية: الجماعات المحلية، التنمية المحلية، الولاية، المخططات التنموية ، التمويل المحلي. Abstract: The purpose of this research project is to study and clarify the relationship between local communities in Algeria (represented mainly by the wilaya) and local development, for this we will study the most important development plans in Algeria and its importance in the national economy and will highlight the role of the wilaya as a Local Authority in its contribution in terms of funding, planning And even with regard to the execution of these development plans at the local level. And to enrich this research we will study the situation of the wilaya of médéa highlighting the execution of the programs of local development in several sectors like the public traveuax Sector of the agriculture and other sensitive sectors which are likely to contribute of the lifting of the standard of living and social of the inhabitants of the wilaya
