ظاهرة البطالة في الجزائر بين الواقع والتحديات

الملخص
تصب هذه المقالة في إطار مناقشة ظاهرة البطالة بكل إفرازاتها وواقعها في الجزائر، وإبراز ما تكبدته الحكومات الجزائرية المتعاقبة من عناء البحث عن ميكانيزمات وآليات للحد منها، وذلك في ظل إستراتيجية تشغيل أقل ما يقال عنها أنها طموحة، ولكن التزايد الهائل لطالبي العمل خاصة خريجي الجامعات يضع هذه البرامج والآليات مجرد حلول مؤقتة وظرفية، وفي إطار هذه الرؤية التحليلية والتقييمية لإستراتيجيات التشغيل، والمعتمدة للقضاء على البطالة تبقى المعادلة الصعبة قائمة والمتمثلة في ضمان منصب عمل لكل راغب وطالب وباحث عنه، كما تبقى حقائق السوق والاقتصاد في رأي الخبراء هي المؤشر الحقيقي الذي يجب أن ترسم في إطاره إستراتيجية تشغيل فعالة. This paper discusses, on the one hand, the unemployment question in Algeria; its effects and its current situation and it highlights, on the other hand, the course of the Algerian successive governments towards successful solutions to reduce it. In this respect, several promising strategies have been adopted but the increasing number of job seekers - university graduates in particular – has made them provisory. In the context of this analytic and evaluative vision of these strategies aiming to find effective solutions to the problem of Unemployment, the real challenge still stands; i.e. to find a job for every job seeker. Experts think that the facts given by the market and economy are the sole circle in which an effective employment strategy must be shaped.
