دور المناخ الأخلاقي في ارساء أخلاقيات الإدارة العمومية

الملخص
تهدف هذه الورقة البحثية الى اختبار العلاقة بين مكونات المناخ الأخلاقي (الاخلاقيات الفردية،و الأخلاقيات التنظيمية)من جهة ،وبناء ادارة عمومية أخلاقية من جهة أخرى تعتمد على (العدالة،المسؤولية،الشفافية و المساءلة)،وتم تحقيق الاختبار بأربعة بلديات من ولاية سعيدة ،و ذلك باستخدام عينة عشوائية مكونة من 110 موظف. تستمد هذه الدراسة أهميتها من خلال تحديدها لأثر المناخ الأخلاقي بمكونيه الفردي و التنظيمي على أخلاقيات موظفي الادارة العمومية،و هو الأمر الذي يسمح بمعرفة مكامن الثغرة الاخلاقية بإداراتنا العمومية و العوامل التي تؤثر بها،و من ثم وضع الاستراتيجيات الملائمة لإرساء القيم الاخلاقية كالعدالة،المسؤولية،الشفافية و المساءلة،و توفير مناخ أخلاقي مناسب للموظفين يساعدهم على مواجهة المعضلات الأخلاقية و التغلب عليها. الكلمات المفتاح:الاخلاق;الاخلاقيات;المناخ الاخلاقي;القيم الأخلاقية بالإدارة العامة.

This paper is designed to test the relationship between the components of the ethical climate (individual ethics and organizational ethics) on the one hand, and the building of the ethics of public administration on the other, based on justice, responsibility, transparency and accountability, and the test was conducted at four communes of the province of saida, where we used a random sample of 110 employees. This study holds their importance by its identification of the impact of the ethical climate and their individual and organizational dimensions of the ethics of public administration personnel, and that there to enable the knowledge of the points of the failure and weaknesses of the ethical values and our public administrations, and then develop appropriate strategies for establishing moral value as justice, accountability, transparency and accountability, and providing public officials with an appropriate ethical climate to help them face ethical dilemmas and overcome.
