الملخص

أصبح المجتمع المدني إحدى الأدوات الهامة في تنفيذ السياسة الخارجية فهو عمل تطوعي مستقل عن السلطة السياسية وتساهم منظماته في بناء روح التضامن والتعاون بين الدول والشعوب والحفاظ بذلك على العلاقات فيما بين الدول، وأدى تطور العلاقات التركية الأفريقية منذ سياسة الانفتاح سنة 1998 ومجيء حزب العدالة والتنمية للحكم سنة 2002 إلى ظهور تركيا من القوى المنافسة في أفريقيا أين لعب المجتمع المدني دوراً هاماً في تنفيذ السياسة الخارجية التركية الجديدة. وتهدف الدراسة إلى إبراز دور المجتمع المدني في تعزيز العلاقات التركية الأفريقية عن طريق الدور التنموي، الإنساني، التجددي، التفاعلي ويمثل المجتمع المدني بذلك أهم أدوات القوة الناعمة لتركيا في القارة، وتتعمق فاعليته كلما حقق مشاريع تنموية للدول الأفريقية التي تعاني من شتى المشاكل الاقتصادية. Civil society has become an important tool in the implementation of foreign policy it is a voluntary action independent of political authority and its organizations contribute to building a spirit of solidarity and cooperation between states and peoples and so that preserve relations among states. The development of Turkish-African relations since the opening-up policy in 1998 and the arrival of the Justice and Development Party in 2002 led to the appearance of Turkey as a competitor power in Africa where civil society plays an important role in the implementation of the new Turkish foreign policy. The study aims to show the role of civil society in promoting Turkish-African relations by his development, humanitarian, renewable, interactive role. And for this, civil society represents the important tools of soft power for Turkey on the continent and its effectiveness deepens whenever it achieves development projects for African countries which suffer from various economic problems.
