الملخص
The elected councils are considered the incarnated frame to democracy, because it is the most expressive of people's volition and the closest in understanding their needs and their ambitions ; in that people choose among those members the ones who represent them from the known and qualified characters to realize their ambitions due to their confidentiality .And the council's member are to be able to fulfill their duties towards their electors , realize the local development in accordance with the public and economic policy of the government , only if the local elected is dedicated to do his electoral jobs to avoid any collision in the interests that may influence the parliamentary duty .
