تجربة الإصلاح الانتخابي في تونس بعد الـ 2011

الملخص
يمثل النظام الانتخابي بالنسبة للنظام السياسي نظاما فرعيا، فيشمل بذلك عناصر مختلفة، كل جزء منها يعطي صفة خاصة لنظام الدولة ككل، و من خلال تفاعله مع بقية الأنظمة القانونية والإدارية والسياسية، أصبح يعبر عن درجة من التمأسس والقابلية للتحديث، وعليه ترصد هذه الورقة البحثية نظرة عامة وكلية لهذا النظام بمختلف عناصره الأساسية التي يمكن إيجادها، ثم تنتقل إلى عرض تصنيف النظم الانتخابية السائدة والمتداولة عالميا، كما تتبع ذلك بمحور يتطرق لمعايير وأسس إصلاح النظام الانتخابي وبالنظر إلى دولة تونس ستحاول رصد طبيعة النظام الانتخابي فيها وتعقّبه من خلال سيرورته التطورية، وما يميزه من سمات وخصائص وسيتم التركيز على صورة النظام الانتخابي التونسي بعد الحراك المجتمعي لـــ2011، وسلسلة الإصلاحات المترتبة عقب الفترة الانتقالية. For the political system, the electoral system represents a sub-system, Thus incorporating different elements, Each part of it gives special character to the system of the state as a whole, Through its interaction with the rest of the legal, administrative and political systems, Has become a reflection of a degree of institutionalization and adaptability, Accordingly, this research paper reviews the general and holistic nature of this system with its various basic elements that can be found, And then move on to the presentation of the classification of the prevailing electoral systems and global circulation , Followed by a hub that addresses the criteria and foundations of reforming the electoral system, In view of the State of Tunisia, it will try to monitor the nature of its electoral system and track it through its evolutionary process, And what distinguishes it from the features and characteristics will be the focus on the image of the Tunisian electoral system after the social mobility of 2011, And the series of post-transition reforms.
