الدولة الإنمائية: المفهوم والمعالم

الملخص
يقترن مفهوم وتجارب " الدولة الإنمائية " بتلك الدول التي حققت نجاحات وطفرات اقتصادية مهمة في العديد من بلدان العالم، وارتبطت بشكل أساسي باليابان ودول جنوب شرق آسيا، ثم امتدت إلى مناطق أخرى في العالم، حيث لعبت الدولة دورا أساسيا في توجيه دفة التنمية، وحقق العديد منها ما أطلق عليه المعجزة الاقتصادية. ويشير مصطلح " الدولة التنموية " إلى الدولة التي تتدخل و توجه مسار التنمية الاقتصادية من خلال تدخلها القوي في مجال الاقتصاد، وسلطاتها الواسعة في مجال التنظيم والتخطيط، إلى جانب الاستقلالية –رغم انفتاحها الخارجي- في تحديد الأهداف التنموية من النشاط الاقتصادي وتوجيه الاستثمارات لتحقيق تلك الأهداف. ويكون تحقيق ذلك، بتبنيها لجملة من الآليات، أهمها: وجود قيادة سياسية ذات فلسفة تنموية، تساهم في خلق استقرار سياسي عبر فترة طويلة من الوقت، وتحافظ على مساواة كافية لتوزيع الدخل، وتضع الأهداف من خلال "رؤية التنمية"، وتعمل معها بالموازاة نخبة بيروقراطية وطنية كفؤة معنية بأولوية التنمية مهمتها تخطيط وتنفيذ سياسة الترشيد الصناعي. بالإضافة إلى الجمع بين آليات السوق وتدخل الدولة في الاقتصاد، وأخيرا، وجود هيئة ريادية مسؤولة عن وضع وتنسيق خطط التنمية التي تقوم بتنفيذها الوزارات المختلفة. الكلمات الدالة: الدولة الإنمائية، الدولة التنموية، الدولة المحفزة، النمور الآسيوية. Abstract The concept and the experiences of "developmental state" to those countries that have achieved important successes economic booms in many countries of the world, have been associated mainly in Japan and Southeast Asia, then spread to other parts of the world, where the state played a key role in steering the development, and achieved many of them so-called economic mi-racle.
