الملخص
تناولت بعض الدراسات الغربیة المتغیر الثقافي من خلال تعیین القیم الایجابیة التي تدعم من العملیة التنمویة، فحدد البعض عشر قیم أو سلوكیات تتمیز بها الثقافات الدافعة للتنمیة وهي التوجه الزمني، العمل، السلوك المقتصد، التعلیم، الجدارة، الانتماء إلي الجماعة ، النظام الخلقي، العدل، توزیع السلطة، والعلمانیة، وبالطبع هذه قیم مثالیة تختلف درجة الخلط والتمازج بینها فیما بین الدول المختلفة. وكما هو متوقع فإن دیمقراطیة الدول المتقدمة هي التي تحوز درجات اعلي عند تقییمها وفق هذا المقیاس ،وهو الأمر الذي قد یجعل من مستوى التنمیة اللاعب الرئیسي ولیس الثقافة.
