الملخص
ملخّـص : يكتسي موضوع إدارة واستخدام الاحتياطيات الدولية نقطة ارتكاز أساسية في الوقوف على حقيقة الاستراتيجيات الاقتصادية المستهدفة، وفق الإمكانيات المالية المتاحة في خضم تنامي حدة الأزمات المالية التي أضحت تهدد الكيانات الاقتصادية وقد أدت الطفرة الماليـة التي عرفتها الاقتصاديات النفطية، مع تكديس كم هائل من الأموال الأجنبية وبروز اختلافات بين الكتاب والاقتـصاديين حول اعتبارات المفاضلة بين العـائد والسيولة مع المخاطرة، إلى تبلور فكــرة المصالح المشتـــركة للبلدان المتقدمة في تنمية الاقتصاديات المتخلفة، مما استدعي ضـرورة بحث مجالات استخدام احتياطات الصرف الأجنبي في الاقتصــاد الجزائري مع محاولـة تقييم واقعه. Abstract : The issue of the management and the use of international reserves is a fundamental basic stand when thinking over the reality of the targeted economic strategies in accordance with the available financial possibilities in the midst of the growing acuity of the financial crisis which have become a threat to the economic entities, the financial boom made by oil economies along with the accumulation of a considerable quantity of foreign currency and the crystallization of the idea of developed countries common interests through making others various economies grow , with the conviction that one of the groups prosperity rests on the prosperity of the others ,and the poverty of one of them is caused by the others took the lead , and to the inclusive multiplicity in using and employing foreign currency reserves with the emergence of differences between authors and economists over preferencial considerations between liquidity and the returns in riskiness , a thing that calls for the necessity of searching for fields to use foreign exchange needs in the algerian economy , along with an attempt to assess its reality. Résumé : La question de gestion des reserves internationals, est considerer comme le pivot central permettant d’envisager les véritables stratègier èconomiques, selon les ressources financiers disponibles, dans un contexte d’aggravation, de crises financière menaçant les entités économiques ,.l'essor financier qu’ont connu les économies pétrolières, avec un cumul financier considérable de devises étrangères ,ainsi que la prise de conscience par pays développés de la nécessité d’assister les pays sous développés , dans le processus de développement ,et les économistes au sujet des écarts entre la liquidité et rentre avec risqué. Ceci a conduit à chercher les différent possibilistes d’utiliser, les réserves de devises dans l’économie algérienne tout en tentant d’èvaluersa réalité.
