الملخص

الملخص: تعبر التنمية المحلية عن مجموعة العمليات التي يمكن من خلالها تضافر الجهود المحلية الذاتية والجهود الحكومية، الهادفة إلى إشباع الاحتياجات الأساسية للمجتمعات المحلية وتحسين ظروف معيشتهم. وتعد الجماعات المحلية من أهم مقومات نجاح مشروعات التنمية المحلية القائمة في المجتمع. إلا أن نجاح الهيئات المحلية في أداء الوظائف التي تتولاها في مختلف الميادين المنوطة لها يتوقف لحد كبير على حجم الموارد المالية الذاتية أو الخارجية، وبالرغم من الجهود المبذولة من طرف الجزائر في سبيل بلوغ التنمية المحلية، إلا أن التنمية المحلية في ولاية أم البواقي وعلى غرار باقي ولايات الوطن تبقى تعاني من العديد من المعوقات Abstract: Local development reflects the range of processes through which government efforts must be combined together to fulfill the basic needs for the local communities to improve their conditions and environment. Local communities are one of the most important elements to the success of local development s projects in the community since it is based on elected local councils which are aware of the characteristics of their region and the problems of their population, and therefore have the ability to locate and prioritize and this will assist government authorities. However, the success of local organization in the different roles they carry out depends largely on the extent of their own or external financial resources, Despite the efforts exterted by Algeria to archeive local development. It is still suffering from obstacles at all levels and different fields at Oum El Bouaghi just like the rest of the states .
