أثر توظيف تقنيات الذكاء الاصطناعي عسكريا: دراسة في متغيري الحروب والنزاعات

الملخص
أحدثت تقنيات الذّكاء الاصطناعي والثّورة البيوتقنية العديد من التّغيرات على مستوى حقل العلوم السّياسية والعلاقات الدّولية، فظهرت بذلك عدّة متغيّرات أصبحت ركائز أساسيّة فيهما، وقد أصبح كخيار حتمي –خاصّة للدّول الكبرى- يتمّ تطبيقه في مختلف المجالات خاصّة العسكرية منها، نظرا لما تحقّقه استخداماته من تطوّرات على القوّة العسكرية. ومنه تسعى هذه الدّراسة إلى عرض النّقاش العلمي الدّائر حول إشكالية تأثير تقنيات الذّكاء الاصطناعي على الحروب والنّزاعات بالتّركيز على الدّور الذي تلعبه في استحداث معدّات وأسلحة عسكرية، والتي تبيّن أنّها ساهمت في التّغيير من طبيعة الحروب والنّزاعات بشكل يستدعي إعادة النّظر في طرق التّسوية المنتهجة لإدارتها وحلّها. Abstract: Artificial intelligence technologies and the biotechnical revolution have brought about many changes at the level of the field of political science and international relations. Thus, several variables have emerged that have become basic pillars in them, and it has become an inevitable option - especially for major countries - to be applied in various fields, especially military ones, in view of the developments achieved by its uses on military force. This study seeks to present the scientific debate surrounding the problem of the impact of artificial intelligence technologies on wars and conflicts by focusing on the role they play in developing military equipment and weapons, which have been shown to have contributed to changing the nature of wars and conflicts in a way that calls for a reconsideration of the settlement methods used to manage and resolve them.
