اثر تطور جهاز الامن العام على الحد من الجريمة دراسة تحليلية للفترة (2019-2021)

يرتبط تطور الدول وتقدمها بمدى قدرتها على تحقيق الامن بمفهومه الشامل ، لذا تسعى الدول الى تطوير أجهزتها الامنية بما يسهم في تعزيز امنها الداخلي والخارجي، وعلى مستوى الأردن تعد التجربة الأردنية في مجال دمج المديرية العامة لقوات الدرك والمديرية العامة للدفاع المدني ضمن مديرية الأمن العام نقلة نوعية على مستوى تحقيق الامن بمفهومه الشامل، وتطوير الأداء الامني والعملي لجهاز الامن العام، وبناء على ذلك سعت الدراسة الحالية لتتبع تطور جهاز الامن العام من خلال رصد الآثار التي ترتبت على الدمج سواء على مستوى الهيكل التنظيمي، او على مستوى أداء جهاز الامن العام بعد عملية الدمج في العام 2019، وبتحليل بعض المؤشرات التي رصدتها الدراسة الحالية أظهرت النتائج ان عملية الدمج أسهمت في تعزيز الرشاقة التنظيمية لجهاز الامن العام وتخفيف العبء الاداري والذي تمثل بتعدد المرجعيات قبل عملية الدمج، كما توصلت الدارسة ان عملية الدمج أسهمت في زيادة كفاءة جهاز الامن على مستوى مؤشرين هما انخفاض معدلات الجريمة بعد عملية الدمج، والثاني تمثل في سرعة الكشف عن الجرائم مما يؤكد ان عملية الدمج أسهمت في المحصلة في تطوير اداء جهاز الامن العام الاردني. The development and progress of countries is linked to the extent of their ability to achieve security in its comprehensive sense. Therefore, countries seek to develop their security services in a way that contributes to enhancing their internal and external security. At the level of Jordan, the Jordanian experience in the field of merging the General Directorate of the Gendarmerie and the General Directorate of Civil Defense within the Public Security Directorate is considered a qualitative leap. At the level of achieving security in its comprehensive sense, and developing the security and practical performance of the Public Security Service. Accordingly, the current study sought to track the development of the Public Security Service by monitoring the effects that resulted from the merger, whether at the level of the organizational structure, or on the level of the performance of the Public Security Service after the merger process. In the year 2019, and by analyzing some of the indicators monitored by the current study, the results showed that the merger process contributed to enhancing the organizational agility of the Public Security Service and reducing the administrative burden, which was represented by the multiplicity of references before the merger process. The study also found that the merger process contributed to increasing the efficiency of the Security Service at the level of two indicators. The first is the decrease in crime rates after the merger, and the second is the rapid detection of crimes, which confirms that the merger ultimately contributed to developing the performance of the Jordanian Public Security Service.
