تحديات التنمية المحلية التشاركية في الجزائر

الملخص
تلعب التنمية دورا مهما في تطور المجتمعات وتحقيق رفاهيتها ، وتعد التنمية المحلية جزءا هاما من عملية التنمية الشاملة التي تسعى مؤسسات الدولة بمختلف اختصاصاتها لتجسيدها على أرض الواقع، لكنها بحاجة ماسة وضرورية الى مقاربة تساهم بشكل كبير في تحقيقها ويتعلق ذلك بإفساح المجال للمواطنين في عملية التسيير المحلية المتعلقة بشؤونهم وفق ما يسمى بالمقاربة التشاركية المحلية ، فالتجارب التمثيلية السابقة أثبتت فشلها ومحدوديتها ، إلا أن التنمية المحلية وفق المقاربة التشاركية تواجه تحديات عديدة أبرزها حداثة البعد التشاركي وغياب الثقافة التشاركية للمواطنين والمنتخبين و المسيريين المحليين ، وتحاول هذه الورقة البحثية الإحاطة بمختلف نظريات التنمية المحلية التشاركية و أهم التحديات التي تواجهها في الجزائر. Abstract: The evolution of societies and the achievement of their prosperity are heavily dependent on development, with community development serving as a significant part of the comprehensive development process that various state institutions seek to bring to fruition. Nevertheless, this development heavily requires an approach that allows citizens to participate in the local management process related to their affairs, as part of what is commonly referred to as the local participatory approach. Previous experiences at representation have been proven futile and limited, but community development through a participatory approach faces numerous challenges, including the modernization of the participatory dimension and lack of a participatory culture among citizens, elected officials, and local managers. This research aims to explore different theories of participatory local development and highlight the main challenges encountered in Algeria.
