تداعيات الأزمة الليبية على الأمن القومي الجزائري The Implications Of The Libyan Crisis On The Algerian National Security

الملخص
تهدف هذه المقالة إلى تحليل ردود أفعال الدولة الجزائرية على التحديات الأمنية في حدودها الجنوبية أي منطقة الساحل الإفريقي (أولا)، ثم نربط هذه الأخيرة بالتهديدات الأمنية الآتية من الحدود الشرقية الجزائرية، والمتمثلة في الأزمة الليبية (ثانيا)؛ يصل المقال إلى نتيجة إن ما تواجهه الدولة الجزائرية في مساعيها لتسوية النزاع الليبي، في ظل تدخل القوى الأجنبية عسكريا في البلاد، جعل من نشاطها الدبلوماسي ومن وساطتها المفردة غير كافية لإيجاد حل للخلافات القائمة بين الأطراف المتحاربة، وأن مواقف الجزائر الدبلوماسية قد تحول دون رغبة القوى الخارجية المتدخلة في النزاع، للتعاون مع الجزائر في الملف الليبي، بيد أن ذلك لا ينفي سعي الدولة الجزائرية إلى تفعيل مقاربتها الإنمائية، وجهودها الرامية إلى تسوية النزاعات الإفريقية ضمن المجموعة الإفريقية، بعيدا عن التدخل الخارجي. This article aims to analyze the reactions of the Algerian state to the security challenges on its southern borders, i.e. the African Sahel region (first), and then link the latter to the security threats coming from the eastern Algerian borders, embodied in the Libyan crisis (second); The article comes to the conclusion that what the Algerian state is facing in its endeavors to settle the Libyan conflict, in light of the military interference of foreign powers in the country, has made its diplomatic actions and its unilateral mediation insufficient to find a solution to the existing differences between the warring parties, and that Algeria’s diplomatic positions may prevent the desire of External forces interfering in the conflict, to cooperate with Algeria concerning the Libyan case, however, this does not negate the Algerian state's endeavor to activate its development approach, and its efforts aimed at settling African conflicts within the African group, away from external interference.
