دور الاختيار في ترشيد نفقات التزويد بالمكتبات الجامعية وفق المعايير المتعلقة بتسيير المكتبات

الملخص
تهدف الدراسة إلى وصف وتحليل سياسة التزويد حسب المعيار العربي الموحد للمكتبات الجامعية الصادر من الاتحاد العربي للمكتبات والمعلومات (اعلم)، والخطوات الإرشادية الكبرى لسياسة تنمية المجموعات أسلوب النظرة الشاملة (CONSPECTUS) الصادر عن الاتحاد الدولي لجمعيات المكتبات ومؤسسات المكتبات (إفلا)، وهذا من أجل ضبط عملية الاختيار وفق المؤشرات الأساسية المشتركة بين المعيارين ومعرفة دور الاختيار في توجيه وتوزيع الميزانية السنوية المخصصة لاقتناء المجموعات المكتبية. اعتمدت الدراسة على المنهج الوصفي التحليلي وأداة الاستبيان وفق مؤشرات الاختيار، لجان الاختيار، الميزانية وسياسة التزويد لاستخدامها كأداة معيارية على عينة من مكتبات الكليات بجامعة البليدة02، وقد بيّنت النتائج أن الاختيار هو حجر الزّاويّة لسياسة التزويد، بحيث أنه يوجّه الميزانية لتحقيق التوازن الموضوعي والكمي للمجموعات والأرصدة الوثائقيّة حسب التخصصات الأكاديمية المتوفّرة بالجامعة. The study aims to describe and analyze the acquisition policy according to the Unified Arabic Standard for Academic Libraries published by the Arab Federation of Libraries and Information (AFLI), and ''The Guidelines for a Collection Development Policy Using the Conspectus Model'' published by The International Federation of Library Associations and Institutions (IFLA) in order to adjust the selection process according to the common basic indicators between the two standards, and to better understand the role of selection in the orientation and the distribution of the annual budget allocated to the acquisition of the collections. The study relied on the analytical descriptive approach to describe the selection indicators, selection committees, budget and acquisition policy to be used as a standard tool in university libraries. The results showed that the selection is the cornerstone of the acquisition policy, because it directs and exploits the budget to achieve an objective and quantitative balance of the “documentary” collections according to the different disciplines available at the university.
