الرقابة الجبائية كإستراتيجية لحماية المال العام من التهرب الضريبي

الملخص
تهدف هده الدراسة إلى تسليط الضوء على ظاهرة التهرب الضريبي وتبين دور الرقابة الجبائية في مكافحة هاته الظاهرة، بالإعتماد على المنهج الاستقرائي،بإستخدام أسلوب الوصفي للإلمام بالموضوع محل الدراسة . وخلصت نتائج الدراسة بضعف الإدارة الضريبية ونقص الوعي الجبائي الذي حفز على انتشار هذه الظاهرة وعدم فعالية الرقابة الجبائية التي يعود سببها لغياب التنسيق ما بين مختلف المؤسسات والهيئات المعنية بالرقابة،مما يفتح مجال للتهرب عن طريق عدم التقييد الرسمي للفواتير،عدم تمكن العمليات الخاصة بالرقابة من الوصول فعلي إلى الأهداف التشريعية المرجوة. وأوصت الدراسة بضرورة توفر الإرادة السياسية الحقيقة من خلال تدعيم الإجراءات المتخذة لمكافحة التهرب الضريبي وإصلاح شامل للإدارة الضريبية،وتحسين المحيط الإقتصادي وذلك بالقضاء على جميع النشاطات التي تغذى ظاهرة التهرب الضريبي مثل الاقتصاد الموازي وعملية المضاربة. I This study aims to shed light on the phenomenon of tax évasion and to show the rôle of fiscal control in combating This phenomenon, based on the inductive approche, using the descriptive méthode to get acquainted with the subject Under study. II The résulte of the study concluded with the weakness of tax administration and the lack of fiscal awareness That stimula Ted the spread of This phenomenon and the ineffective Ness of tax control, which Is due to the absence of coordination Be tween the various institutions and bodies concerned with control, which opens the way for évasion th rough the lack of official registration of novices, the inability of the control opérations to reach actu al to the desired legislative objectives. The study recommended the need for real political Will by strengthening the measures taken to combat tax évasion, compréhensive reforme of tax administration, and improving the économico environ ment by eliminating all activités That feed the phenomenon of tax évasion, souche as the parallel economy and the spéculative process.
