A Comparative Analytical Study On Algeria’s Performance In The Arab Digital Economy Index And Its Main Weaknesses During The Period 2018 To 2022

Abstract
Abstract: This paper aims to analyze the reality and developments of the digital economy in Algeria, in light of the Arab digital economy index (from 2018 to 2022), and to compare its performance with the top eleven Arab countries. The paper concluded that Algeria's performance in this index was very weak, as it ranked last, during the various years of the study. Also, despite the improvement in Algeria’s performance in one of the key pillars of the index, which is digital infrastructure, this didn’t reflect positively on the performance of the rest of the other pillars such as digital government, innovation, knowledge and technology… The paper also detailed the various sub-indicators of these pillars showing the main weaknesses in the case of Algeria. الملخص: تهدف هذه الورقة لتحليل واقع الاقتصاد الرقمي في الجزائر واهم تطوراته على ضوء مؤشر الاقتصاد الرقمي العربي خلال الفترة ما بين 2018 و2022، ومقارنة أدائها مع أهم احدى عشرة دولة عربية. وتوصلت الورقة الى أن أداء الجزائر في هذا المؤشر كان ضعيفا جدا بحلولها في الرتبة الاخيرة وهي الرتبة 12 خلال مختلف سنوات الدراسة كما أنه بالرغم من تحسن اداء الجزائر في أحد اهم ركائز المؤشر وهي البنية التحتية الرقمية، الا أن ذلك لم ينعكس إيجابا على اداء باقي الركائز الأخرى مثل الحكومة الرقمية والابتكار والتكنولوجيا وتراوحت بين الرتبة ما قبل الأخيرة والأخيرة، كما فصلت الورقة في مختلف المؤشرات الفرعية لهذه الركائز وتم تبيان اهم نقاط الخلل والضعف بالنسبة لحالة الجزائر من اجل تقويمها.
