دور الجامعات الحكومية الفلسطينية في حوكمة القطاع العام الفلسطيني: خريجي جامعة الاستقلال. الموظفين في بعض المؤسسات العامة أنموذجا

الملخص
هدفت الدراسة لبيان دور موظفي القطاع العام الفلسطيني من خريجي جامعة الاستقلال(الأكاديمية العسكرية للعلوم الأمنية) في حوكمة المؤسسات التي عينوا بها، واتبع الباحثان المنهج الوصفي التحليلي، باستخدام الاستبيان ذا الأسئلة المفتوحة كأداة للدراسة، وكانت أبرز النتائح: يعد دور الجامعات ممثلا بجامعة الاستقلال كحالة دراسية دور متواضع في حوكمة القطاع العام الفلسطيني، ويعود هذا لطبيعة المؤسسات العامة التي يعمل فيها خريجي الجامعة والتي في غالبها مؤسسات عسكرية أو أمنية أو ذات صبغة من هذا القبيل، وهذه المؤسسات تعتمد في إدارتها على البيروقراطية الشديدة، غير السامحة للاجتهاد والإشراك الفعلي كونها مركزية القرار، كما ولا تسمح لوجود تنظيمات غير رسمية إلى جانب الرسمية منها. ومع ذلك هناك محاولات من قبل الموظفين الجدد على تطبيق معايير الحوكمة في القطاع العام لكنها منقوصة لذات النتيجة أعلاه ولعدم تلقي كافة أعضاء العينة مساق جامعي حول الحوكمة أو الاشتراك بندوة ذات صلة. فيما أوصت الدراسة بفرض مساق الحوكمة أو مكافحة الفساد كمساق اجباري على كافة طلبة الجامعة، وإن لم يكن ذلك ممكنا فعقد ندوات تعليمية إجبارية لكافة الطلبة تختص بالحوكمة وأهمية تطبيق معاييرها في القطاع العام، واتخاذ المؤسسات المشغلة على عاتقها اشراك هؤلاء الموظفين بالاجتهاد وبث ثقافة الحكم الرشيد من خلال تطبيق معايير الحوكمة ومن ثم تنفيذها. The study aimed to demonstrate the role of Palestinian public sector employees who are graduates of Al-Istiqlal University (Military Academy for Security Sciences) in the governance of the institutions in which they were appointed. The researchers followed the descriptive analytical approach, using the questionnaire with open questions as a tool for the study. Academics play a modest role in the governance of the Palestinian public sector. This is due to the nature of public institutions in which university graduates work, which are mostly military or security institutions or of a similar nature. It also does not allow the existence of informal organizations alongside the official ones. However, there are attempts by the new employees to apply the standards of governance in the public sector, but they are incomplete due to the same result above, and because not all sample members received a university course on governance or participated in a related seminar. While the study recommended imposing the course of governance or combating corruption as a compulsory course for all university students, and if this is not possible, holding compulsory educational seminars for all students related to governance and the importance of applying its standards in the public sector, and the operating institutions taking it upon themselves to involve these employees with diligence and spread the culture of good governance through By applying governance standards and then implementing them.
