التجارب النووية الفرنسية في الجزائر وقانون مورين بين رفع الحرج السياسي وتحقيق الاعتراف بالذاكرة

الملخص
لقد سببت التجارب النووية الفرنسية في الصحراء الجزائرية أضرارا وخيمة للإنسان والبيئة، ولازالت تخلف أضرارا يعجز عنها الوصف، إذ من بين الأضرار التي خلفتها إلى جانب الوفيات ، مرض السرطان بشتى أنواعه ، إذ يشهد مستشفى رقان أمراضا سرطانية لم تكن معروفة ، و تشوهات خلقية وأمراضا وراثية مستعصية ، الأمر الذي دفع بالمستعمر وبعد اتساع رقعة المطالبة بكشف أسرار الاستعمار في مجال التجارب النووية وتحمل مسؤوليته ، إلى سن قانون 5جانفي 2010 لقب "بقانون مورين"، يهدف إلى تعويض ضحايا هذه التجارب في كل من الصحراء وجزر بولنيزيا، هذا القانون الذي يمكن وصفه على الأقل بأنه قانون العار، لكونه يهدف في حقيقته إلى تعويض الفرنسيين المتضررين خاصة العسكريين الذين عملوا في مناطق التفجير ، وان كان القانون قد سمح لكل المتضررين أن يقدموا ملفا للجنة المعنية بدراسة ملفات المتضررين ،إلا أن الشروط المحددة لدراسة الملفات والأمراض المحددة في هذا القانون، تجعل من الجزائريين غير معنيين بشكل عام بهذا القانون ، الأمر الذي يدفع إلى وصف هذا القانون بقانون التهرب من المسؤولية القانونية والسياسية لدولة قطعة عهود سياسية مع الجزائر من اجل إنصاف الذاكرة وفتح صفحة جديدة في تاريخ البلدين ، فالجزائر في حاجة ماسة للاعتذار لبناء الثقة للعلاقات جديدة مع فرنسا. : The French nuclear tests conducted in the Algerian Sahara have caused serious damage to environment and humans, mortality and cancer of various kinds. Reggan Hospital has recently witnessed unknown cancers, birth defects, and intractable genetic diseases. After wide claims to reveal the secrets of the French colonial power, in relation to the issue of responsibility in conducting nuclear tests, the French government has reacted by enacting a law on January 5, 2005 which is entitled “Maureen Law” aimed at compensating the victims of these experiments in both the desert and the islands of Polynesia, this law that can be described as The least is that it is the law of shame, because it aims in reality to compensate the affected French, especially the soldiers who worked in the bombing areas, and although the law allowed all those affected to submit a file to the committee concerned with studying the files of the affected people, however, the specific conditions for studying the files and diseases specified in this law, make Algerians are generally not concerned with this law, which leads to describing this law as the law of evading legal and political responsibility for a country that made political covenants with Algeria in order to fair the memory and open a new page in the history of the two countries. Algeria is in dire need of an apology to build confidence for new relations with France. .
