الملخص
الملخص: إن أحد المظاهر البارزة التي شهدتها النزاعات المسلحة، سواء أكانت دولية أو غير دولية، وخاصة منذ النصف الثاني من القرن العشرين وحتى يومنا هذا، هو الدور الكبير والحاسم للمرتزقة في هذه النزاعات، وهذا الدور لا يقتصر على مسألة ترجيح موازين القوى بين الأطراف المتحاربة، بل يتعدى ذلك إلى طبيعة النشاط الذي يقوم به المرتزقة في ميادين القتال. ذلك أن خطورة نشاط المرتزقة، وتهديده لحق الشعوب في تقرير مصيرها، واستقرار النظم السياسية الدستورية، كان وراء تزايد الاهتمام الدولي بالبحث عن الوسائل الكفيلة بالقضاء على هذه الظاهرة الخطيرة التي ما زالت تؤرق المجتمع الدولي منذ فترة طويلة. Abstract: One of the prominent manifestations witnessed by armed conflicts, whether international or non-international, especially from the second half of the twentieth century until the present day, is the large and decisive role of mercenaries in these conflicts. This role is not limited to the issue of tipping the balance of power between the warring parties, but rather This goes beyond the nature of the activity carried out by mercenaries on the battlefields. The danger of mercenary activity, and its threat to the right of peoples to self-determination and the stability of constitutional political systems, was behind the growing international interest in searching for means to eliminate this dangerous phenomenon that has been troubling the international community for a long time.
