واقع الثقافة السياسية في فكر النخب العربية: دراسة في التصورات والأدوار

الملخص
تعتبر فكرة النخبة فكرةْ نمو اجتماعي لإبراز أفضل ما عندها من قيادات من عموم المجتمع وليس من فئة واحدة داخل المجتمع تصنّف نفسها على أنها النخبة وعليها أن تحكم البلد... وهذا ما يخلق صراع لا حدود له...، وفي هذا السياق جاءت الحاجة الملحة لإعادة تأسيس مرجعيةْ الحداثة السياسية في الفكر العربي، وضرورة الاستفادة من تحولات التاريخ دون إغفال أن على الخصوصيات التاريخية المرتبطة بالزمن المحلي والإقليمي والدولي أن تكون واردة في ذهن من يتوخى التفكير في تحولات الراهن العربي ضمن المساعي الهادفة إلى بناء نقط ارتكاز نظرية، تحاصر مأزق العودات والتراجعات التي ما فتئت تشكّل مظهرا ملازما لثقافتنا...بغيةَ السير على طريق تأسيس البديل التاريخي المأمول المتمثل في بناء مشروع التحديث السياسي والإصلاح الديمقراطي. The idea of the elite is an idea of social growth to highlight the best of its leaders from the general community and not from one group within the society that has to rule the country. This can create unlimited conflict, in this context, it is extremely important to re-establish the reference of political modernity in Arabic thinking and manage to benefit from the transformations of history without neglecting that the historical specificities associated to the local, regional and international environment. In addition, there is a stringent need to build theoretical points of support that deal with the dilemma of retreat which is typical to the Arabic culture, Furthermore, it is vital to establish a historical alternative in order to set a project of political modernization and democratic reform.
