حماية البيئة في إطار المقاربة التشاركية المحلية

الملخص
الملخص: تهدف هذه الورقة البحثية إلى تبيان اعتماد المقاربة التشاركية في تسيير الشأن البيئي المحلي، والتي تعد من أهم أساليب الديمقراطية الفاعلة لأنها لا تجعل أمر العناية بمسألة البيئة وحمايتها مقتصرا على الإدارة العامة البيئية على اختلاف مستوياتها، بل تضمن مشاركة المواطن سواء بفردانيته أو من خلال انضمامه إلى تشكيلات المجتمع المدني في تسيير شؤونه العمومية بما فيها ما يتعلق بالجانب البيئي، وذلك عن طريق آليات تمكنه من إبداء رأيه ومقترحاته التي يراها كفيلة بحل مشاكله البيئية على مستواه الإقليمي، وهذا لن يتأتى إلا بتفعيل حق الإعلام والإطلاع البيئي الذي يكشف السياسة البيئية المتبعة من قبل الهيئات الرسمية بشكل صريح ويعلم المواطن بكل ما يتعلق بمسألة البيئة حتى يتسنى له المساهمة في صنع القرار البيئي بما يراه ملائما لذلك، وهذا هو جوهر تجسيد الديمقراطية التشاركية. Abstract : This paper aims to demonstrate the adoption of a participatory approach in the conduct of local environmental affairs, which is one of the most important methods of effective democracy because it does not make the issue of environmental care and protection limited to environmental public administration at all levels, but rather ensures citizen’s participation, both individually or through joining civil society formations in the conduct of their public affairs, including about the environmental aspect. The latter can be done through mechanisms that enable him to express his views and suggestions that he deems likely to solve his environmental problems at the regional level. This can only be done by giving effect to the right to environmental information, which explicitly exposes the environmental policy of official bodies and informs citizens of all things related to the issue of the environment so that they can contribute to environmental decision-making as they deem appropriate. This is the essence of participatory democracy.
