أسس الديمقراطية المحلية التشاركية في ضوء الإصلاحات الدستورية و التشريعية لتنظيم الجماعات المحلية في الجزائر

الملخص
تتجه الجزائري إلى تعزيز قواعد ومبادئ الديمقراطية المحلية كنمط جديد في تنظيم الجماعات المحلية على أساس تشاركي، بعدما كانت مبادئ اللامركزية مرتكزا هاما لمختلف مراحل اصلاح نظام الإدارة المحلية، على أساس نظام التمثيل الذي تحتكره الأحزاب السياسية عبر المجالس المنتخبة، من أجل تحقيق مبادئ القرب والحكم الديمقراطي كدعامة للتنمية المحلية، و تجاوز الاختلالات التي يعرفها نظام الإدارة المحلية في مجال تسيير التنمية. غير أن الاصلاحات المرتبطة بالديمقراطية المحلية يبدو أنها تتجاوز المُعطى الإداري الصرف، و تفرض اعتماد آليات جديدة لتسيير الجماعات المحلية أساسها مشاركة السكان المحليين إلى جانب المنتخبين في تقرير السياسات العمومية المحلية وبالتالي توزيع السلطة والمسؤولية، وفق نموذج تنموي يثمن القدرات الذاتية للجماعات المحلية و يعزز استقلاليتها في اتخاذ القرارات و يساهم في تخفيف عبء التمويل المركزي، ضمن مسار حوكمة التسيير العمومي المحلي. Abstract: Within the framework of administrative and political reform, Algeria tends to strengthen the rules ; roles and principles of local democracy as a new pattern in organizing local groups on a participatory basis, after the principles of decentralization were an important basis for the various stages of reforming the local administration system, on the basis of a system of representation monopolized by Algerian political parties through elected councils, in order to Achieving the principles of proximity and democratic governance as a essential element of local development, and overcoming the imbalances known to the local administration system in the field of development management. However, the reforms related to local democracy seem to go beyond the purely administrative given, and necessitate the adoption of new mechanisms for the management of local groups based on the participation of the local population alongside the elected in determining local public policies, and thus the distribution of power and responsibility, according to a development model that values the self-capabilities of local communities, enhances their independence in decision-making, and contributes to alleviating the burden of central financing, within the path of local public administration governance.
