الحماية الإدارية والجزائية للمحميات الطبيعية في التشريع الجزائري

الملخص
إن مصطلح البيئة يقصد به كل مكونات الوسط الذي يتفاعل معه الإنسان مؤثرا ومتأثرا به ، باعتباره واحدا من مكونات هذه البيئة يتفاعل معها وتتفاعل معه بشكل يكون العيش معه مريحا بكل أبعاده المختلفة، فيكون هدف النظام البيئي هو تحسين نوعية الحياة وبتحسين نوعية الفرد لتحقيق نوعية حياة أمثل وذلك بتكامل جميع العناصر والمكونات المختلفة للبيئة بقدر مشترك ومتعادل في قالب من التوازن للنظام البيئي الشامل والمتكامل. وباعتبار المحميات الطبيعية جزأ لا يتجزأ من البيئة بل إنها تعد من أشد الأماكن التي تتأثر بالتلوث، حيث أن بها من الكائنات الحية ما لا يتكرر في مكان آخر في العالم، سارعت معظم التشريعات بما فيها الجزائر إلى فرض حماية للحفاظ عليها من التدهور The term environment means all the components of the medium with which the human being interacts with influential and affected by it, as one of the components of this environment interacts with it and interacts with it in a way that living with it is comfortable in all its different dimensions, so the goal of the ecosystem is to improve the quality of life and improve the quality of the individual to achieve an optimal quality of life by integrating all the different elements and components of the environment in a common and equal manner in a form of balance for the comprehensive and integrated ecosystem. As nature reserves are an integral part of the environment and are even one of the most affected places by pollution, as they contain organisms that are not repeated elsewhere in the world, most legislation, including Algeria, has rushed to impose protection to preserve them from degradation
