الملخص
الملخص: أعادت جائحة كورونا إلى الواجهة أهمية حق الأفراد في التمتع بأعلى مستوى من الصحة، هذا الحق الذي يعتبر من الحقوق الأصيلة الواردة في أهم النصوص الدولية المرتبطة بحقوق الإنسان وحرياته، والذي يتطلب توافر عدة عوامل بما في ذلك الاستفادة من مخرجات العلم، وواجب نشر المعرفة العلمية ونقل التكنولوجيا ، وهنا تبرز أهمية تفعيل الحق في الاستفادة من فوائد التقدم العلمي كآلية لتحقيق هذه الغاية، غير أن التجربة أثبتت أن إدراك ذلك قد تواجه عدة صعوبات وإشكالات عملية. من خلال هذه الدراسة سنحاول إلقاء الضوء على أهم هذه الإشكالات، والتي أعادت جائحة كورنا إبرازها إلى الواجهة، والتي تتمحور أساسا حول أيهما يعتبر أساسي بالنسبة للباحث ومؤسسات البحث، هل خدمة الإنسانية أم تحقيق المنافع الاقتصادية. Abstract: The Corona pandemic has brought to the fore the importance of the right of individuals to enjoy the highest level of health, which is considered one of the inherent rights contained in the most important international texts related to human rights and freedoms, Which requires the availability of several factors, including benefiting from the outputs of science, and commitment to spreading scientific knowledge and transferring technology. Here, the importance of activating the right to benefit from the benefits of scientific progress emerges as a mechanism to achieve this end. However, experience has shown that realizing this may face several practical difficulties and problems. Through this study, we will try to shed light on the most important of these problems, which the Corona pandemic has brought to the fore, which mainly revolves around what is considered essential for the researcher and research institutions, is serving humanity or achieving an economic benefits.
