سياسات الهجرة في أوروبا: فرنسا وبريطانيا أنموذجا

الملخص
في سياق الاهتمام المتزايد بظاهرة الهجرة في الأوساط الأكاديمية والإعلامية، ارتأينا التطرق إلى جانب من جوانبها المتعلق بالسياسات المنتهجة من طرف الدول المستقبِلة عبر النموذجين الفرنسي والبريطاني، وهذا في إطار دراسة وصفية. فالانعكاسات الناجمة عن الهجرة وتأثيراتها على جميع الأصعدة، قادت بالدول إلى تبني سياسات وسنّ قوانين تستجيب للمصالح الوطنية وتتماشى مع التوجهات السياسية. وإذ تعتبر فرنسا وبريطانيا أحد النماذج الرائدة في هذا المجال، انطلاقا من عدة اعتبارات تاريخية وآنية، جغرافية وديمغرافية، سياسية واقتصادية. ففي كلتا الدولتين، أثارت الهجرة وما يرتبط بها من قضايا اهتمام الجميع وتم إدراجها في أحايين كثيرة ضمن الأجندة السياسية، خاصة أثناء الفترات الانتخابية. وعليه، شهدت سياسات الهجرة تغيّرات مستمرة بما يخدم مصلحة الدول المستضيفة واحتياجاتها الوطنية (خاصة الديمغرافية منها والاقتصادية). In the context of a growing interest in the phenomenon of migration in the academic and media areas, we have decided to shed light on the migration policies adopted by receiving States. In this paper, we focus on the French and British models; by using a descriptive method. The repercussions of migration and its effects have led States to adopt policies and enact laws, as a way to respond to the national interests and their political orientations. France and the United Kingdom are countries with a long history of migration, based on historic and current, geographic and demographic, political and economic considerations. In both States, migration has aroused everyone's concern and has been included in the political agenda, especially during electoral periods. Accordingly, migration policies have undergone continuous changes in order to serve host States interests (especially demographic and economic ones).
