الملخص
Abstract: The Arabic language is a treasured cultural and linguistic asset for the Arab community. In order to achieve progress and advancement, it is crucial to cultivate and elevate the Arabic language among the most advanced languages in the world. However, it is important to note that this emphasis on the Arabic language should not come at the expense of other languages and cultures. In the past, the focus on the Arabic language was primarily left to individual efforts. However, in today's globalized and rapidly advancing world, a concerted effort is needed to preserve, promote, and elevate the Arabic language in all its aspects of development. Each Arab country has language institutions that serve as guardians of the Arabic language. These institutions are responsible for promoting, developing, and elevating the Arabic language as much as possible through councils, institutions, and bodies. These institutions have made significant efforts to promote and develop the Arabic language in order to keep pace with the scientific and civilizational advancements in the modern and contemporary world. They act as the legal guardians of the classical and eloquent Arabic language, creating a sense of collective solidarity and a form of language security for the Arabic language. This paper aims to answer the following research questions Is the Arabic language unable to keep pace with the scientific development taking place in the world today? Why Language institutions deemed essential? Are these institutions and centers able to develop the Arabic language? What scientific and academic efforts did the Supreme council of the Arabic language make to promote Arabic l in Algeria? اللغة العربية هي رأس مال الإنسان العربي، فلا نهوض لهم دون تأهيلها والنهوضِ بها، دون التنازل عن تملّك اللغات والثقافات العالمية، وإذا كانت العناية بالعربية وآدابها منوطة بالأفراد قديما، فإن العولمة وتسارع التقدم والتطور التكنولوجي في العالم فرض علينا العمل الجماعي من أجل النهوض والاعتناء باللغة العربية تطورا وترقية وتأهيلا، فكان لكل دولة عربية مؤسسات لغوية دعت الضرورة لتأسيسها، تقوم بدور الحارس وسدانة اللغة العربية في بلدانها، وهي المسؤولة على ترقية وتطوير وتأهيل اللغة العربية في بلادها، وقد تنوعت تلك المؤسسات بين مجامع، ومجالس، ومكاتب...في البلاد العربية. وكان لتلك المؤسسات على تنوعها جهودا معتبرة حاولت من خلالها العمل لترقية وتطوير وتأهيل اللغة العربية لتلحق بالركب العلمي والحضاري في العالم الحديث والمعاصر؛ فقد وقفت وقفة كأنها الوصي الشرعي على اللغة العربية الفصحى والفصيحة، مُشَكِّلَةً بذلك صورةً من صور التكاتف الجماعي الذي يمكننا أن نقول عنه أنه يحاول تكوين أمن لغوي للغة العربية. تنطلق هذه المقالة من جملة من التساؤلات التي كوَّنت إشكالا عاما تدور في فلكه وتحاول الإجابة عن تساؤلاته؛ هل اللغة العربية قاصرة وعاجزة عن مواكبة التطور العلمي الحاصل في العالم اليوم؟ ما حاجة اللغة العربية إلى مؤسسات لغوية؟ هل يمكن لهذه المؤسسات اللغوية النهوض باللغة العربية؟ ما هي الجهود العلمية التي أنجزها المجلس الأعلى للغة العربية للنهوض باللغة العربية في الجزائر؟
