الملخص

تكمن أهمية دور المجتمع المدني في ترسيخ التشاركية وتنمية الثقافة المدنية لدى الفرد، لذا ستحاول هذه الدراسة التطرق إلى المجتمع المدني من خلال عدد من المؤشرات كالمشاركة، قيم الحرية والممارسة الديمقراطية، الحوار والاعتراف بالآخر، والتي تعتبر مدخلا أساسيا للحكم على مدى فعالية مؤسسات المجتمع المدني في تحقيق التنمية المحلية. كما أن هذه الدراسة ستسلط الضوء على دور المجتمع المدني في تفعيل الديمقراطية التشاركية في الجزائر، وخاصة بعد الإصلاحات السياسية الحاصلة سنة 2011 والتعديل الدستوري لسنة 2016، باعتبار الديمقراطية التشاركية إحدى الحلـول العملية والواقعية للمشـاكل الاقتصادية والاجتماعية والسياسية، ومن بين الآليات الناجعــة لإشـراك المواطنين والفاعلين في الشأن المحلي. Abstract The importance of civil society's role lies in consolidating the participation and development of the civic culture of the individual. This study will therefore attempt to address civil society through a number of indicators, such as participation, values of freedom and democratic practice, dialogue and recognition, which are an essential input to judging the effectiveness of civil society institutions in achieving local development. This study will also highlight the role of civil society in the operationalization of participatory democracy in Algeria, particularly after the political reforms of 2011 and the constitutional amendment of 2016. Participatory democracy is one of the practical and realistic solutions to economic, social and political problems and one of the effective mechanisms for involving citizens and local actors. key words: Civil Society, Democracy, Participation, Participatory Democracy, Local Development. .
