تكامل أدوار مرافق المعلومات ودعم الخطط والرؤى التنموية في الدولة الليبية... من منظور استقرائي

الملخص
لم يُعد يخفى على أحد مكانة المكتبات والأرشيفات الوطنية ومراكز الوثائق والمحفوظات والمتاحف كمؤسسات أساسية في الدول سواء كانت متقدمة او اقل تقدما، نظرا لأهمية دورها في حفظ التراث وذاكرة الدولة، وإتاحة المعلومات والمعارف. ومع التطورات التقنية الهائلة في الألفية الثالثة، شهدت وتشهد مؤسسات المعلومات تغيرات متسارعة مؤثرة على وظائفها ومهامها تبعا لتلك التطورات. لذا تُعد الأدوار المنتظرة لمؤسسات او مرافق المعلومات سواء كانت مكتبات على اختلاف أنواعها او مراكز المعلومات والارشيفات الوطنية وجارية او متاحف جميعها، تلعب دورا بارزا في تحقيق أهداف خطط التنمية الوطنية. وفي هذا المنعطف الحرج تبرز إشكالية غاية في الاهمية الا وهي : غياب مؤسسات - انتاج وتنظيم وتقديم الخدمات وتعليم وتأهيل - المعلومات والمعرفة واغفال أهمية أدوارها ، حيث تتركز في إطارها الأهداف والمحاور التحليلية لهذه الورقة البحثية التي تستهدف من خلال المنهج المكتبي او الوثائقي، المعتمد على التحليل النظري منطلقا من التركيز بشكل أساسي على استقراء أهمية التكامل والتنسيق في المهام بين مختلف أنواع مرافق المعلومات، لكي يتسنى لنا استنباط دور التكامل في تحقيق الدعم للخطط وتحديد ملامح الرؤى التنموية في الدولة الليبية من اجل تأطير التطلعات المستقبلية للرؤى المعلوماتية والتسريع لبلوع مجتمع المعرفة بثبات وبالصورة التي ينبغي ان تكون. It is no longer a secret to anyone the status of national libraries and archives, document centers, archives and museums as basic institutions in countries, whether they are advanced or less developed, given the importance of their role in preserving the heritage and memory of the state, and providing information and knowledge. With the tremendous technological developments in the third millennium, information institutions have witnessed rapid changes affecting their functions and tasks according to these developments. Therefore, the expected roles of information institutions or facilities, whether they are libraries of all kinds, information centers, national and ongoing archives, or museums, all play a prominent role in achieving the goals of national development plans. At this critical juncture, a very important problem emerges, namely: the absence of institutions - production, organization and provision of services, education and rehabilitation - information and knowledge, and ignoring the importance of their roles. This paper starting from focusing mainly on extrapolating the importance of integration and coordination in tasks between different types of information facilities, in order for us to elicit the role of integration in achieving support for plans and identifying the features of development visions in the Libyan state in order to frame the future aspirations of information visions and accelerate the inclusion of the knowledge society steadily and in the manner that It should be.
