تقييم فعالية سياسة تقييد الواردات في التخفيف من الأزمة المالية في الجزائر

الملخص
تهدف هذه الدراسة إلى معرفة مدى فعالية السياسة التجارية الحمائية في خفض فاتورة الاستيراد، والمحافظة على رصيد الاحتياطات الصرف الاجنبي من التآكل، خاصة في ظل انخفاض وتقلبات أسعار النفط في الاسواق الدولية، وبالتالي التخفيف من آثار الأزمة المالية واعادة التوازن لبعض مؤشرات الاقتصادية الكلية. وقد خلصت الدراسة إلى هناك استجابة فورية وقوية لمعدلات احتياطات الصرف الاجنبي لأي صدمة مفاجئة في حجم الواردات خاصة في المدى القصير، وهذا راجع لوجود علاقة ارتباط قوية بين هذين المتغيرين بنسبة 94.52% تدل على أهمية النقد الاجنبي في تسوية المدفوعات الخارجية، كما أن إجراءات منع وتقييد الاستيراد أدت إلى تقليص العجز في الميزان التجاري لكن نتج عنها أيضا ندرة عدة مواد وسلع ضرورية من السوق، بالإضافة إلى ارتفاع معدلات التضخم بسبب عدم مرونة الجهاز الإنتاجي المحلي في تعويض النقص هذه السلع. Abstract: This study aims to determine the efficacy of protectionist trade policies in lowering import bills , and preventing the balance of foreign exchange reserves from eroding, particularly in light of the decline and fluctuations in oil prices in international markets, thereby mitigating the effects of the financial crisis and rebalancing some macroeconomic indicators. The study concluded that there is an immediate and strong response to any sudden shock in the volume of imports, particularly in the short term, in the rates of foreign exchange reserves. This is due to the presence of a strong correlation between these two variables at a rate of 94.52%, indicating the importance of foreign exchange in the settlement of external payments. The measures to prevent and restrict imports have also led to a reduction in the deficit in the trade balance, But it also resulted in a scarcity of several necessary materials and commodities from the market, as well as high inflation rates due to the inflexibility of the local production system to compensate for the shortage of these commodities.
