منطقة الساحل الإفريقي في الاستراتيجية الأوربية: دراسة تحليلية جيوسياسية

الملخص
تعتبر البيئة الأمنية المتغيرة في منطقة الساحل الإفريقي اختبارا حقيقيا لمدى قدرة الإتحاد الأوربي على تفعيل دوره على الساحة الدولية، ففي ظل تزايد التهديدات الأمنية يسعى الاتحاد الأوربي أن يكون حاضرا في منطقة الساحل لحماية مصالحه وتحقيق أمنه الشامل، من خلال قوته الناعمة واعتماد إستراتيجية شاملة تربط الأمن بالتنمية كاستجابة للتحديات التي تشهدها المنطقة. لهذا يتعين على الاتحاد الأوربي الذي يسعى لهندسة ترتيبات الأمن الإقليمي في عالم متعدد الأقطاب، قبول التنوع في آليات بناء السلم مع إشراك جميع الأطراف الإقليمية من دول ومنظمات إفريقية لأخذ زمام المبادرة في ظل المخاطر الجديدة العابرة للحدود. The changing security environment in the Sahel region is a real test for the EU's ability to activate its role in the international arena. In light of the increasing security threats, the EU seeks to be present in the Sahel to protect its interests and to achieve comprehensive security, through soft power and the adoption of a comprehensive strategy linking security with development in response to the challenges in the region. The European Union must have acceptance of diversity in the peace-building mechanisms with the involvement of all African states and organizations to take the lead in facing the new cross-border risks. L'évolution des défis sécuritaires au Sahel semble être un véritable test pour l'UE qui vise à prendre sa place sur la scène internationale. Aujourd’hui, Face à la montée en puissance de l’insécurité, l'UE cherche à être présente au Sahel pour mieux protéger ses intérêts et parvenir à une sécurité globale, grâce au soft power et à l'adoption d'une stratégie globale reliant la sécurité au développement en réponse aux défis de la région. L'Union européenne doit accepter la diversité dans les mécanismes de consolidation de la paix avec la participation de tous les États et organisations africaines pour prendre les devants face aux nouveaux risques transfrontaliers.
