الملخص
تتناول الدراسة العلمية معالم السياسة والرؤية الاستراتيجية التي اتبعتها الجزائر خلال جائحة كورونا – كوفيد 19 من خلال التطرق لإشكالية الرقمنة وتوظيف التكنولوجيات الحديثة لمواجهة الأزمة الصحية والعمل من خلالها على الحد من أضرار الحجر الصحي الذي يمس الأشخاص والمؤسسات على حد سواء، وللإجابة عن الإشكالية المطروحة حول المقومات التي يبنى عليها نجاح الإستراتيجية الالكترونية الرقمية في الجزائر لمواجهة تبعات جائجة كورونا اتبعنا المنهج الوصفي التحليلي الذي يسمح بوصف الظاهرة المدروسة من خلال وصف تحليل الأبعاد والنتائج التي تخلفها في الواقع الاجتماعي والثقافي والاقتصادي، ومن أهم النتائج التي توصلنا إليها أن هناك رهانات متعلقة بضرورة تطوير الرقمنة في الجزائر وأهميتها في مواجهة جائحة كورونا من تعزيز البنية التحتية الرقمية، الاهتمام بالفئات محرومة أو ضعيفة استخدام الرقمنة، تطوير تكنولوجيات المعلومات في مجال الصحة، المرافقة الرقمية لتعزيز الأمن الغذائي، تنمية المهارات الرقمية، وتحسين الأمن السيبراني. The scientific study addresses the policy and strategic vision employed by Algeria during the covid-19 pandemic by addressing the problem of digitization and using modern technologies of media and communication to face the health crisis and work through it to reduce the impact of the lockdown affecting people and institutions. To answer the problem about the elements on which the success of Algeria's digital electronic strategy is based to face the consequences of the Corona crisis, we have adopted a descriptive analytical approach which allows us to describe the studied phenomenon by identifying and describing their indicators and then analyzing the dimensions and the results they have on social, cultural and economic realities; One of our most important results obtained is that there are bets on the need to develop digitization in Algeria and its importance in facing the covid-19 pandemic, where strengthening digital infrastructure, caring for disadvantaged or vulnerable groups using digitization, developing information technologies in health, digital accompaniment to strengthen food security, developing digital skills, and improving cyber security.
