إشكالية مفهوم الإرهاب الدولي

الملخص
الإرهاب الدولي اليوم أصبح أخطر ما يهدد المجتمع الدولي، فلم تعد ظاهرة الإرهاب تمثل مشكلة ذات حساسية لدولة بعينها وإنما هي مشكلة نظام دولي بأكمله ويجب التعامل معها. ولكن لقد اختلف الفقه وتضاربت الآراء حول تحديد مدلول الإرهاب ويعود ذلك إلى اختلاف المعايير التي اعتمدها أصحابها حول تحديد هذا المدلول وهو ما يمكن أن نبرره بأن كل باحث في هذا المجال يحمل أولويات معينة وأفكارا مسبقة تسيطر على ذهنه في تحديد مدلول فكرة الإرهاب بحيث صار كل فقيه يسعى للوصول إلى نتائج تؤكد أولوياته وتخدم أفكاره التي يؤمن بها. International terrorism today has become the most serious threat to the international community. The phenomenon of terrorism is no longer a problem that is sensitive to a specific country, but is the problem of an entire international order and must be dealt with. However, the jurisprudence differed and the views differed as to the definition of the meaning of terrorism. This is due to the different criteria adopted by the owners on defining this meaning, which can be justified by the fact that every researcher in this field carries certain priorities and prejudices that control his mind in determining the meaning of the idea of terrorism Seeks to reach results that confirm his priorities and serve his ideas that he believes.
