تأثير الماضي: سياسات الذاكرة في العلاقات الدولية

الملخص
تتعلق أبحاث سياسات الذاكرة بكيفية تذكر الماضي أو تمثيله في الوقت الحاضر، وعلى الرغم من أنه لطالما أثرت الذكريات الجماعية على سياسات وشؤون الدول محلياً ودولياً، إلا أن الحقل المعرفي للعلاقات الدولية يبقى صامتاً نسبياً إزاء أهمية البعد الذاكراتي في دراسة وتحليل ديناميكيات السياسة العالمية. فالذاكرة الجماعية لأي بلد قد تتجلى في السياسة العالمية ضمن مجموعة من الأشكال المختلفة: كاستراتيجية سياسية وهوية عامة لبلد ما، إضافة إلى كونها مصدراً وضمانةً لنظام القيم الوطنية الخاص به، وكذا كونها سلوكاً دوليًا. وعليه، ستحاول هذه الدراسة استيضاح تأثير سياسات الذاكرة في العلاقات الدولية، مجادلة بأن الأفكار الجماعية المشتركة على غرار الذكريات الجماعية والدروس التاريخية المرتبطة بها، تشكل ظواهرَ زمنية تمارس تأثيرًا على العلاقات بين المجتمعات السياسية، بتشكيلها للتصورات المتبادلة للدول. Politics of memory research looks at how the past is remembered or represented in the present. although collective memories have always influenced domestic politics and international affairs, international relations (IR) discipline remains relatively silent about the importance of the mnemonic dimension in the study and analysis of world politics dynamics. collective memory is thus assumed to become manifest in world politics in a range of different forms: as a country’s political strategy and its public identity, as a source and guarantee of its own national value system, and as an international behaviour. Accordingly, this study will attempt to clarify the impact of politics of memory on international relations, arguing that common collective ideas such as collective memories and associated historical lessons constitute temporal phenomena that influence relations between political societies, shaping States' mutual perceptions.
