دور المصالحة كآلية إستراتيجية للعدالة الانتقالية في تفعيل عملية بناء السلام

الملخص
الملخص:تعتبر دراسات العدالة الانتقالية وبناء السلام من خلال آلية المصالحة من أهم الاستراتيجيات الفكرية والواقعية الإستباقية التي تحدد لنا الإدراك الإستباقي للمتغيرات المتحكمة في تشكيل البناء الفعال للسلام،في هذا المقال يتم التركيز على العدالة الانتقالية كبينة مهمة لعملية بناء السلام،من خلال التركيز على آلية المصالحة وما يتضمنها من آليات فرعية لجان الحقيقة والمصالحة التي تعتبر من أهم الميكانيزمات التي تحدد مسار الحقيقة في المجتمعات التي تعرضت لجرائم حقوق الإنسان ما بعد النزاعات،بالإضافة إلى آلية استرجاع الذاكرة التاريخية لمعالجة صدمات الماضي لمعرفة الديناميكيات المتشابكة التي تحدد كيفية تحليل التفاعل الحاصل بين الضحايا والجناة بتطبيق آلية المصالحة،في محاولة لإيجاد سبل التخطيط الفعال للمستقبل من أجل ضمان الاستقرار الداخلي من خلال فعالية عملية بناء السلام و الموازنة بين البعد المعياري والعملياتي لكل هذه المعطيات الفكرية والواقعية. Abstract:Studies of transitional justice and peace-building through the reconciliation mechanism are among the most important proactive intellectual and realistic strategies,which determine the preemptive perception of the variables controlling the formation of effective peace-building. In this article,the focus is on transitional justice as an important evidence for the peace-building process, by relying on the reconciliation mechanism and the sub-mechanisms included in the Truth and Reconciliation Commissions, which are considered one of the most important mechanisms that determine the path of truth in societies that have been subjected to post-conflict human rights crimes, in addition to The mechanism of retrieval of historical memory to treat past traumas,and knowing of the complex dynamics that determine how to analyze the interaction between victims and perpetrators by applying the reconciliation mechanism,in an attempt to find ways of effective planning for the future in order to ensure internal stability through the effectiveness of the peace-building process and a balance between the normative and operational dimensions of all these Intellectual and factual data.
