دور علم الإحصاء في رسم مسارات السياسات العامة وصنع القرارات في المجتمعات العربية

الملخص
يمثل علم الإحصاء الحصانة الفكرية لنظرية رسم السياسات واتخاذ القرارات، وتمد القيادي والإداري بكل مستلزمات إنضاج الرؤى وتبني القرارات الرشيدة من وجهة نظر صناع ومتخذي القرار، لتسهم بشكل فعال في تعديل المسارات للسياسات التي تمر بمراحل الفوضى الخلاقة، وهي العقدة التي تحيط بمهام ادارة النظم الفكرية والقيادة الإدارة في الوقت الراهن. سعى الباحث من خلال هذه الورقة إلى استعراض بعض مجالات العلوم الإحصائية ودورها في إرشاد مسارات السياسات نحو الخطط التنموية وإتاحة فرص إنتاج القرارات الموثوقة القادرة على تحقيق أهداف الرؤى المسطرة وفق مستوى من الفعالية ومن الشفافية والمساءلة التي يتطلبها الحكم الرشيد. تطرق الباحث إلى المفردات التي تشخص الأطر النظرية والأدوات الفكرية والتنفيذية لتتبع مضامين السياسات التحسينية للقرارات المراد تنفيذها، أو التي هي في مراحل التنفيذ، باستخدام بعض الأساليب الإحصائية كالمواءمة والمحاكاة لأجل تجنب بعض الانحرافات وتدارك الفرص والقيم المتوقع فقدانها، والإحاطة بمستقبل بعض المسارات وتقليل المخاطر الدالة عليها. أوصى الباحث بالعمل على بناء النظام الإحصائي الجزائري على أسس وركائز قادرة على تغذية متطلبات الخطط الإستراتيجية للتنمية وإتاحة فرص إنتاج القرارات المفضلة والسياسات العامة محليا وإقليميا وعالميا. The statistical sciences the intellectual immunity for the theory of drawing up policies and decision making, it supplies the leader and the administrator with all necessary means to clarify visions and adopt relevant decisions from the point of view of the decision makers, so as to contribute effectively to modify the course of policies that witness phase of creative chaos which is the focal point that surround the mission of managing intellectual regime in our present time Through this paper the searcher try to expose some fields of statistic science and show their role to guide policies course to development planning to give the opportunity to produce trustful decisions able to achieve the targets of drawn up visions according to transparency and questioning implied by the common sense The searcher speaks about words that personalize the frameworks and the intellectual and executive tools to follow the contents of the enhancing policies of decision making to be applied or those that are in the stage of by using some statistic processes as compatibility and adapting them in order to avoid any deviation et conceive the opportunity and values that are in within and to surround the future of some courses and diminish the risks that lead to them The searcher recommends to work to build an Algerian statistic system on the basis and pillars able to feed of needs of strategic plans for development and make available opportunities to best decision making and draw up general policies on the domestic, territorial and global level.
