التعليم عن بعد كآلية لعصرنة قطاع التعليم العالي الجزائري - دراسة تحليلية .

الملخص
يعتبر التعليم العالي من القطاعات المهمة في الدول لذا توليه الجزائر اهتماما بالغا، خاصة في ظل التغيرات والتطورات الاقتصادية والتكنولوجية والعلمية، حيث أصبحت رقمنة القطاع وإدخال تكنولوجيات الاعلام والاتصال في مختلف جوانبه الإدارية والبيداغوجية ضرورة ملحة و شرط أساسي ،يفرض على الجامعة اعتماده و توفير كل الموارد المادية و البشرية اللازمة له.فعصرنة قطاع التعليم العالي الجزائري يتوجب تبني خطة استراتيجية شاملة لكل جوانب العملية التعلمية التعليمية ،وكل ما له علاقة بها من تجهيزات و تنظيمات تنظم الجامعة و تضمن عملها على أكمل وجه ،وذلك بتبني أساليب ووسائل علمية محدثة ومتطورة،خاصة في ظل الاعتماد على التعليم عن بعد الذي فرضته الظروف الصحية الأخيرة )فيروس كورنا -كوفيد 19(.حيث فرض التعليم عن بعد الاهتمام بمجال تكنولوجيات الاتصال ،الذي يعتمد بشكل كبير على المنصات الالكترونية والتعليم عن طريق الواب، وذلك من أجل السير الحسن للدروس المقدمة للطلبة و اكمال العام الدراسي. وذلك بإقامة نظام للتعليم عن بعد كدعامة للتكوين الحضوري.وسنحاول في هذه المقالة أن نستعرض جملة من المعلومات المتعلقة بمفهوم التعليم عن بعد وتطوره التاريخي ومبادئه ومنصاته ،وكذا مفهوم التعليم العالي وأهدافه ومراحل اصلاحه في الجزائر ،إضافة إلى استراتيجية رقمنة الجامعة الجزائرية وأهم المنصات الالكترونية المعتمدة فيها،لنصل في الأخير الى التصور المقترح لتطبيق التعليم عن بعد في الجامعة الجزائرية. Abstract:Higher education is an important sector in all countries, that is why Algeria focuses on improving it constantly, especially in the light of economic, technological and scientific changes and developments, where the digitization of the sector and the introduction of information and communication technologies (ICTs) into its various administrative and pedagogical aspects have become an urgent necessity and a prerequisite for the university to adopt it and provide all the necessary material and human resources. Therefore, the development of the Algerian higher education sector must adopt a strategic plan covering all aspects of the educational process, all related equipment and organizations that organize the university and ensure its full functioning by adopting up-to-date and sophisticated scientific methods and means, mainly because of the reliance on distance education imposed by the current health conditions and the social distancing procedures due to the coronavirus-COVID-19. Furthermore, distance Learning has imposed interest in communication technologies, which relies heavily on online platforms and online education to facilitate students’ learning and complete the school year by establishing a distance learning system as a pillar of attendance training. Thus, the present study highlights a review of literature on the concept of distance learning, its historical development, its principles and platforms, as well as the concept of higher education. It also sheds light on its objectives and the stages of reform in Algeria, as well as the digitization strategy of the Algerian University and its electronic platforms.
