الملخص
Morocco's non-concentration system has evolved significantly in parallel with that of the decentralized system, through a decree as a national charter of non-concentration. Through the issuance of a decree serving as national charter .this charter is built on two axes. The first relates to the region as it occupies the forefront in the territorial organization and the second relates to the wali. The objective of developing this system is to implement the general policy and accompany the territorial communities in exercising their powers and supervision
