الإدارة البيروقراطية ومعوقات تجسيد التوجه الرقمي في الجماعات المحلية Bureaucratic Administration And Obstacles To The Realization Of Digital Orientation In Local Communities

الملخص
تهدف هذه الدراسة إلى الوقوف على مختلف العراقيل التي تشكل هاجسا يعيق التقدم الرقمي وتنفيذ سياسة الدولة في التحول من الإدارة البيروقراطية إلى الإدارة الإلكترونية. فالمؤسسات العمومية بما فيها الجماعات المحلية تعاني من مشاكل النظم القديمة، وانتشار الممارسات السلبية للنظام البيروقراطي على السلوك الوظيفي للإدارة الرقمية. وقد خلُصت الدراسة إلى جملة من النتائج أهمها؛ ضرورة ارتقاء الدولة بالنظم المالية، التقنية، الإدارية والقانونية لبعث الرضا العام في الإدارة العمومية الإلكترونية، والقضاء على مختلف المعوقات بما فيها البيروقراطية لتحقيق مصداقية الإدارة وتجسيد خدمة عمومية إلكترونية ناجعة. This study aims to identify the various obstacles that constitute an obsession hindering digital progress and the implementation of the state's policy in the transition from bureaucratic administration to electronic administration. Public institutions, including local communities, suffer from the problems of old systems and the spread of negative practices of the bureaucratic system on the functional behavior of digital administration. The study concluded with a number of results, the most important of which is the need for the state to upgrade the financial, technical, administrative and legal systems to raise public satisfaction in the electronic public administration, and to eliminate various obstacles, including bureaucracy, to achieve the credibility of the administration and the realization of an effective electronic public service.
