الملخص
ان الدول بما تتمتع به من امكانيات مادية وقوى بشرية ومن تكنولوجيا متطورة لم ﻴﻌﺩ مقبولا ﺃﻥ يكون الحدث سبب الكارثة ﻤﻔﺎﺠﺌﺎ ﻓﻰ ﺘﻭﻗﻴﺘـﻪ ﻭﻋﻨﻔـﻪ ﻤـﺩﻤﺭﹰﺍ للأخضر واليابس ﻴﺼﺤﺒﻪ ﻀﺤﺎﻴﺎ ﻭﺘﺸﺭﻴﺩ للإنسان ، ﻭﺘﻘﻑ ﺍﻷﺠﻬـﺯﺓ المسؤولة ﻋﻥ المواجهة مشلولة ﺃﻭ ﻴﺘﺴﻡ ﺭﺩ الفعل ﺒﺎلعشوائية ﻭﺴوء التقدير ﻭﺒﻼ ﻓﺎﻋﻠﻴﺔ وبعدم ﻭﺠﻭﺩ ﺨﻁﺔ ﻋملية ﻤﺴﺒﻘﺔ ﺘﻌﻤـل ﻋﻠـﻰ التنظيم والتنسيق لمواجهة الحدث ، ويجدر القول ان التفاعل الموجود بين الجيش الوطني الشعبي والمؤسسات الامنية اصبح عنصرا اساسيا ومصيريا في تحقيق نجاح عمليات التدخل في اطار منظومة الدفاع المدني. Abstract : It is no longer acceptable for states, with their material capabilities, manpower and advanced technology, for the event to be the cause of the disaster, sudden in timing, and its violence destructive to the green and everyday, accompanied by victims and displacement of people, and the agencies responsible for confrontation are paralyzed and paralyzed.
