الملخص
ملخص: مارست السلطة الرومانية أثناء احتلالها لمنطقة المغرب القديم نوع من الإدارة المدنية تميزت بنظام وقانون وخصائص في العديد من المجالات التي تمس المدن والجهاز الإداري الخاص بها، فالرومان عندما تواجدوا بالمنطقة كان لهم فكر معين اتجاه المدن إذ لم تكن متساوية في نظامها وتسييرها وحتى أيضا من ناحية الدور والغاية الأولى التي أُنشأت وبنيت لأجلها. تهدف هذه الدراسة إلى معرفة المنظومة الإدارية الرومانية في مدن غرب موريطانيا القيصرية ولسنا نريد هنا تغطية كل ما يخص الإدارة بكل جوانبها، بل سنتحدث عن أنواع المدن باعتبار وضعيتها القانونية والمؤسسات المدنية التابعة لها وأهم الوظائف التي كانت موجودة في الجهاز الإداري، هذه المدن كانت متفاوتة في الرتبة القانونية بحيث نجد المستعمرة والبلدية والمدن الأجنبية أين وُجدت في مجال وحيز مكاني شهد الأمن والسلام و في مناطق بعيدة عن المواجهات عسكرية، بالنسبة للجهاز الإداري فهناك مؤسستين هامتين هما المجلس البلدي والبازيليكا، من جهة أخرى ثبت وجود وظائف ومناصب تنوعت بين مدنية مثل الأيديليس والدوموير والدينية كالكاهن. :Abstract During its occupation of the ancient Maghreb region, the Roman authority exercised a type of civil administration characterized by a system, law, and characteristics in many areas affecting the cities and their administrative apparatus, The Romans, when they were present in the region, had a certain thought towards the cities, as they were not equal in their system and management, and even in terms of the role and the first purpose for which they were established and built for. This study aims to know the Romanian administrative system in the cities of western Mauritania, Caesarea, and we do not want here to cover everything related to the administration in all its aspects, Rather, we will talk about the types of cities, considering their legal status, the civil institutions affiliated to them, These cities were of varying legal rank, so that we find the colony, the municipality, and the foreign cities where they were found in an area and a spatial space that witnessed security and peace and in areas far from military confrontations, As for the administrative body, there are two important institutions, the municipal council and the basilica. On the other hand, it has been proven that there are jobs and positions that varied between civil, such as the aedilis and the duumvir, and the religious such as the priest.
