الملخص

تهدف هذه الورقة البحثية إلى الكشف عن مدى تأثير التقدم التكنولوجي في هيكلة جميع المؤسسات الدستورية إلكترونيا، بعد دمجها بالوسائل اإuلكترونية، تتحول تلقائيا إلى ما يسمى بالحكومة الإلكترونية، ومع ذلك، فإن مصطلح الحكومة الإلكترونية لا يعني فقط السلطة التنفيذية، بل تشمل جميع المؤسسات الدستورية، من خلال ربطها بشبكة عنكبوتيه تسمح بالتوزيع الإلكتروني والتدفق الفوري والدقيق للمعلومات، وذلك في إطار احترام مبدأ الفصل بين السلطات و الاختصاص الدستوري لكل مؤسسة . و من هنا، لا يمكن المقارنة بين عصرنه المؤسسات الدستورية وسرعة التطور التي حققتها الثورة العلمية والتكنولوجية القائمة على تقنية التشفير الإلكتروني لحماية المواقع الرسمية في الدولة من القرصنة.. This research paper aims to reveal the extent of the impact of technological progress in structuring all constitutional institutions electronically; after merging them with electronic means; they automatically turn into the so-called e-government, However; the term e-government does not mean only the executive authority, but includes all constitutional institutions; by linking them to a spider network that allows electronic distribution and instant and accurate flow of information; within the framework of respecting the principle of separation of powers and the constitutional jurisdiction of each institution. Hence; it is not possible to compare between the modernization of Constitutional institutions with the speed of development achieved by the scientific and technological revolution; based on electronic encryption; technology to protect official websites in the country from piracy.
