الملخص
الملخص: إن مصطلح ذوي الاحتياجات الخاصة هو مصطلح علمي يربط بين العديد من المفاهيم التي تهدف إلى نفس الغرض،فالإعاقة والمعاق هي وصف لكل الحواجز التي تقف بين هذا الفرد ووظائفه الجسدية،الحسية والذهنية،التي قد تجعل منه منعزلا ومنطويا،وقد تجعله أفضل من الفرد السوي بما تنتجه يداه أو ذهنه،لذا تضافرت العديد من الجهود الجماعية لتأخذ بيدي هذه الفئة وتمنحها الحق في مختلف متطلبات الحياة،كما ظهرت العديد من الهيئات والمنظمات المنادية للاهتمام بهم،وهذا ما أعطها الحق في التعليم في مختلف المستويات،والتكوين في مختلف مراكز التكوين والتأهيل،وفي المكتبات بمختلف أنواعها وعلى رئسها العمومية التي خصصت في منشئتها قسما لفئة ذوي الاحتياجات،مع تسخير التكنولوجيات الحديثة في كسر جل الحواجز،وتسهيل العديد من الصعوبات وذلك بتوفير البرمجيات وقواعد البيانات،والكتب والدوريات الإلكترونية،وتخطي الحدود الزمنية والمكانية،وذلك بالقدرة التفاعلية بين المعلومة والمتلقي،والمرونة في الاستخدام على نطاق واسع دون وسيط،وإمكانية التعليم الذاتي وعن بعد،لذا أردنا معرفة ما مدى رضا هذه الفئة من الخدمات المقدمة من المكتبات العمومية؟وهل نالت حضها من هاته التسهيلات والتقنيات الحديثة؟،وهذا ما أجاب عليه واقع هذه الفئة في المكتبات موضوع الدراسة،والذي كان ترجمة لضرورة التكامل بين الموارد البشرية،المادية لإرضاء هذه الفئة.
